It is an exciting time for HM Land Registry as we continue to embark on a major transformation programme. HMLR's ambition is to become the world’s leading land registry for speed, simplicity and an open approach to data.

We are now looking for a Technical Team Manager (WebOps) to join our Digital, Data and Technology team to help us to achieve this.

You will join our award-winning Digital, Data and Technology Directorate which is the in-house IT division at the heart of the move to a digital, data-driven organisation with the ambition to provide our customers with cutting-edge digital services. You will be part of the IT Operations Practice, which is responsible for the performance and delivery of all technical infrastructure which underpins and supports the organisation. It consists of a number of technical teams which provide support, monitor and operate technical solutions.

HM Land Registry's existing software systems and services form part of the critical national infrastructure, safeguarding land and property ownership valued at £7 trillion. This enables over £1 trillion worth of personal and commercial lending to be secured against property across England and Wales.

Job description

As a Technical Team Manager (WebOps) you will be responsible for the delivery of infrastructure within the practise, supporting a number of agile service teams in delivering components of new digital services. The team are fully engaged with the whole development process to advise on development decisions, considering the end to end service, across the whole application stack and service lifecycle.

You will take the lead of Infrastructure tasks relevant to the WebOps specialism making decisions on technical options and direction. Part of the role will involve engaging with other Technical Leads, Delivery Leads, New Service Managers and Architects to deliver business as usual activities, work packages and strategic planning.

As a technical and behavioural role model, you will take forward technical consolidation and/or improvement activities, whilst providing guidance and leadership to technicians within your area and wider to support and deliver solutions in line with the Technology and Business Strategies and continual improvement of the practise and the IT Operations community.

Responsibilities

To meet the requirements for this role, you can demonstrate strong leadership through coaching or mentoring and have well-developed interpersonal skills and can work effectively as part of a team. You have the ability to automate task using software development languages, including experience of using a pipeline to prove the automation before running in production environment.

You are able to demonstrate and evidence high level planning and managing technical change, whilst gathering technical information, analysis and problem solving. Effective communication skills, including the ability to interact and build working relationships with engineers and other stakeholders are essential.

In addition, you will have an in-depth knowledge, proven expertise and practical experience in at least three of the following areas:

o Linux operating systems
o Continuous Integration processes and tools
o DevOps practises and processes
o Architecture Design
o AWS cloud platform
o Kubernetes
o Platform components including databases, message-queuing and container hosting.

Due to Covid-19, the role will initially be home based so an induction and training will be carried out remotely, with full support from the team. Once safe to do so, your home office will be located in the vibrant waterfront city of Plymouth.
