It is a very exciting time to join the Land Registry as we accelerate our major digital transformation programme. Our existing software systems form part of the critical national infrastructure, safeguarding land and property ownership valued at £7 trillion, enabling over £1 trillion worth of personal and commercial lending to be secured against property across England and Wales.
We are now looking for a Senior Data Scientist to join our Digital, Data and Technology team to help us to achieve this.
We are currently growing our Data Science Capability. By joining us, you will become a founding member of our Data Science Practice, part of our award-winning Digital, Data and Technology Directorate which is at the heart of the move to a digital, data-driven organisation.
Our ambitions are to provide our users with cutting-edge digital services and data products. You will help enable this ambition by providing thought leadership to develop our Practice, and the practical skills, expertise and experience in Data Science to help us apply new tools, technologies and methodologies for Machine Learning, data exploration and insight generation.
As a Senior Data Scientist, you will help build our specialist capability to extract insight from a wide variety of datasets and enhance our ability to innovate, in response to user needs, as we develop data driven services and value-added data products.
You will have opportunities to work on a diverse range of programmes and projects across our Transformation Portfolio. You will use your leadership experience to build specialist technical teams, and your curiosity, technical ability and problem solving skillsets to support and enable our Delivery teams and other Subject Matter Experts to solve problems across the organisation using tools, techniques and approaches from Data Science.
As a member of the Data Science Practice you might be involved in enhancing and developing our Digital Registers by interrogating and mining our free text data stores using Natural Language Processing; Deep Learning techniques to identify and extract information from digital imagery; improving user journeys though our services by building recommender systems; developing intelligent tools to identify and counter fraudulent Property transactions; or increasing value for our users and the wider market sector by conceptualising and building innovative new data product and tools.

About the Data Science Practice:
The HMLR Data Science Practice is the home of Subject Matter Experts who support and consult with teams across the organisation to ensure successful conceptualisation, integration and delivery of Data Science solutions. The Practice delivers a range of services, focusing on complex problems requiring application of techniques from our wide-ranging Data Science and Machine Learning toolkit. In the last two years applications of Data Science at HMLR have largely been focused on extraction of data from un-structured sources to support our Digital and Data Programmes.
We have an exciting pipeline of high impact initiatives requiring tools and techniques across the data science spectrum. These including Natural Language Processing and Machine Learning to drive automation, knowledge base construction and mining to derive novel insights from HMLR data, and application of advanced visualisation to enable understanding, interoperability and utility of HMLR datasets. Members of the Practice collaborate across the organisation and work closely with experts in other DDaT Practices, and the wider Analytical Community, to help develop, deploy and utilise Data Science solutions across the business.
You will provide technical expertise across the functional areas of our Practice, with a particular focus on projects that require applications of timeseries analysis/prediction, anomaly detection and classification (e.g. intelligent Transactional Analytics and Counter Fraud applications). They are recognised experts in end-to-end Data Science, with practical experience that enables them to provide support and guidance to teams. They assist Lead Data Scientists in opportunity discovery and conceptualising solutions, and coordinate their own teams in development of technical prototypes and production-ready solutions.
You will be able to evidence practical Data Science experience, coupled with expert practical skills and technical abilities in timeseries analysis, including application of predictive methods, and the use of anomaly detection and classification techniques. You may also have deep expertise in one (or more) of the following subject specialisms:
• Computer Vision/Digital Imagery,
• Data visualisation and interactive exploration
• Linked Data and Knowledge Graph mining and inference

Due to Covid-19, the role will initially be home based so an induction and training will be carried out remotely, with full support from the team. We will provide you with a suitable computing equipment to enable you to work remotely.
We actively welcome and encourage remote collaboration. Whilst, our Practice’s home office is located in the vibrant waterfront city of Plymouth, we’d welcome members of our Practice to be based at any HMLR office. Once safe to do so, we anticipate return to a hybrid working arrangement with a combination of mixed office and remote working. It’s likely that co-location of the team for at least 1 - 2 days per month in Plymouth is the minimum required to effective in-person collaboration. Some national travel may be required as part of these roles.
Where an individual taking up the responsibility will be based in Swansea Office, the ability to speak Welsh is desirable.
