Job description

Working as a Finance Business Partner at the Equality and Human Rights Commission, you will provide strategic support to budget holders operating in both corporate and delivery areas. In a small Non-Departmental Public Body, you will have the opportunity to get directly involved in a range of interesting and diverse work.† The role will provide the opportunity to influence and support key business functions as well as contribute to improving financial capability and decision making in the organisation.

As a Finance Business Partner you will use your financial professionalism to develop insight and understanding of our operations with the aim of supporting our objective of continual improvement in financial management.

Responsibilities

You will:

  • Provide an effective Business Partnering service to support senior management and budget holders in their budget management and forecasting responsibilities.
  • Ensure month end activities are performed in a timely and efficient manner, including the preparation of accruals and prepayments, and providing assurance of financial commitment information.
  • Provide monthly management accounts for directorates, review and challenge forecasts, provide narrative explanations of variances and highlight any emerging risks.
  • Support the provision of high quality, timely management information and insight data, optimising the use of financial modelling and tools to support evidence-based decision making.
  • Maintain effective working relationships with a wide range of internal and external stakeholders.
  • Work collaboratively with other Finance Business Partners and other departments to ensure consistency of approach and alignment of financial plans with our overall financial strategy.

Team Responsibilities

This is a fantastic opportunity for someone to contribute to the finance team and to be a voice for the continual development of financial capability across the Commission.

The success of the overall finance function is based on its members sharing their specialist knowledge and experience, taking responsibility for improving the integrity, quality and transparency of data and forecasts, and for the efficiency of end-to-end processes

The key responsibilities for this team include:

  • Supporting sound financial management within the Commission via the annual budget-setting exercise, monitoring and reporting on expenditure with an understanding of funding requirements, and helping to ensure that resources are allocated to enable us to operate effectively.
  • Providing support and advice to senior management / budget holders on a day to day basis to help them manage their resources effectively.
  • Assisting in the preparation of our annual report and accounts ensuring that information is accurate and produced in accordance with current guidance, ensuring the integrity of our financial statements to enable the Commission to produce unqualified statutory accounts.
  • Providing finance training to colleagues across the Commission.†

Knowledge, Skills and Experience:

You will need to build strong relationships with stakeholders and be able to hold your own in a senior stakeholder environment.

You will need to build the trust and confidence of key stakeholders and provide an authoritative voice, providing challenge and solutions to problems.

Experience, Knowledge and Skills required include:

Essential

  • Qualified CCAB (or CIMA) accountant, or part qualified and actively working towards qualification
  • The ability to engage and build effective relationships with a range of stakeholders so that your advice is sought, acting as a critical friend
  • Knowledge of monthly reporting requirements and the delivery of monthly finance processes in an efficient and effective way that is sensitive to customer needs.
  • Ability to organise and prioritise your own work in an environment of competing demands, ensuring that key deadlines are met.
  • Strong communication skills with the ability to engage with internal stakeholders and to relay complex financial concepts to a wide variety of audiences.
  • Ability to analytically examine complex information, identify critical evidence and make persuasive, credible recommendations.
  • Experience of financial IT systems and the use of advanced MS Excel to analyse information and produce financial reports for a variety of audiences.

Desirable

  • A working knowledge of government finance, accounting and budgeting rules and accounting standards to ensure that they are applied correctly
  • Understanding of project management techniques and their application in a financial control framework
  • Understanding of risk management principles in a public sector context
  • Experience of engaging and working with external stakeholders to achieve satisfactory outcomes
  • Experience in the preparation of statutory accounts which comply to current public sector requirements
Benefits

The salary for this role is £38,990.64. Salary will be pro-rata for part time hours. Those joining us from the Civil Service on a level transfer, will be offered the pay point closest to their current salary, wherever possible.
