Summary
To align NS&Is vendor engagement conduct with best practice within Central Government;
To evaluate expenditure on Digital products and services and to work in collaboration with others to develop cost reduction strategies in support of NS&Is medium term financial planning;
To strategically manage the ongoing commercial relationships with NS&Is IT providers;
Focus on managing the current BPO Provider in the immediate term as well as preparing for the future operating model as approved by HMT;
To ensure that all IT suppliers are adhering to contractual obligations and that NS&Is digital estate is upgraded in line with industry developments and contractual obligations;
To interface with the Central Digital and Data Office and other Central Government bodies as required.
Job description
This role will require some travel to other sites.
Responsibilities
Setting strategic sourcing guidelines and implementing procurement policies that will maximise NS&Is commercial position and identify cost savings;
Lead on commercial dialogue with IT providers and obtain visibility on new products and ideas as they emerge;
To develop strategic interfaces between NS&I, GDS and CDDO so as to ensure that NS&I is at the forefront of Digital policy implementation across Central Government;
To develop outcome based KPIs and metrics that can be used in the management of NS&Is IT contracts;
To develop an obligation tracker to ensure that NS&I can ensure that IT suppliers will deliver and maintain high performance levels against their contractual obligations;
Contribute to Directorate and Corporate Plan objectives where there is an IT or digital focus;
Support the Retail Directorate in developing social media engagement strategies that can attract a younger customer demographic; and
Manage and negotiate contracts pertaining to IT procurement.

Technical skills

- Chartered Institute of Purchasing and Supply Level 4 or equivalent experience of at least 3 years.
- Significant contract and commercial management experience in an IT or Digital role
- Experience of negotiating and managing IT contracts.
- Excellent interpersonal, communication and negotiation skills
- Knowledge in developing KPIs and other outcome based metrics to effectively manage IT contracts
- Knowledge of digital regulation and legislation
- Understanding of UK procurement rules and best practice
- Demonstrable ability to negotiate commercial agreements on complex service delivery contracts and to manage the interfaces between numerous organisations

If shortlisted you will be invited to attend a 1 hour panel interview via video call.
The interview questions will assess you on each of the selected behaviours and the following technical criteria:
Knowledge of digital regulation and legislation
Understanding of UK procurement rules and best practice
Demonstrable ability to negotiate commercial agreements on complex service delivery contracts and to manage the interfaces between numerous organisations
Interviews are planned to take place on 16th June 2022

A reserve list may be held for a period of 12 months from which further appointments can be made.
Working for NS&I
