About the job
Customer Compliance Group (CCG) ensures that HMRC successfully collects the full and correct amount of
money due from UK taxpayers, investigates offences against the tax system and takes action to identify and
mitigate potential threats.
In CCG, we want to provide a quality service to help customers get their tax right. We want to make it easy for
them to repay or receive the right money at the right time. Whilst we recover from the COVID-19 pandemic
we aim to gradually restart compliance activity, developing plans to suit requirement.

You will be a member of CCG’s Finance & Planning Directorate’s senior leadership team. In conjunction with
your fellow Deputy Directors you will support CCG’s Director of Finance and Planning in providing a range of
central services that play a key part in keeping Customer Compliance Group safe.
You will lead a central team of information management and security experts, providing a business partnering
service across CCG.
You will also work closely in the first year with the Data Protection Programme Director in CCG Transformation
team who is leading our GDPR systems rectification work.
Building on existing information management practices and working closely with our data protection
transformation programme leadership, you will help to embed and maintain a culture of good information
management practices across CCG.
You will encourage insight and learning from security incidents to improve processes. You will also take a
leading role in assuring CCG’s business continuity plans remain updated and appropriate.
This is a chance to innovate. This is a newly created role at this level, with a growing team reporting into the
post. We are looking for a proven leader with excellent engagement skills at all levels. You will need to be
comfortable working with stakeholders at senior levels across HMRC.
In addition, you will bring pragmatism to your leadership, using your knowledge of operations to deliver
sustainable uplift in information management practices.
Leading the enhancement of information management capabilities and capacities across CCG:
Ensuring good information management practice is embedded at the heart of CCG operational practice.
Developing and implementing effective operational information management policies and practices in accordance with the Taxes Acts, data protection and other regulatory requirements and alongside national HMRC policy.
Working closely with CCG Transformation and operational process owners in designing and implementing those policies.
Supplying support services to help deliver good information management practice where central delivery is the most appropriate solution.
Developing information management solutions for the CCG Target Operating Model working closely with business policy, process and transformation leads.
Building effective stakeholder relationships:
Key internal relationship includes the HMRC CSIR team, CCG Director General and Directors, Security & Information leads in other HMRC groups; CCG process framework and transformation lead; CDIO and CCG systems experts.
Close working relationship with CCG Programme Director for Data Protection Programme, acting a senior user for the Programme.
Providing specialist security and information management expertise to CCG directorates across CCG through effective leadership of a business partnering service:
Supporting CCG staff with specialist advice
Reporting on performance
Developing and sharing insight from analysis of security incidents
Improving security and information management practice across CCG
Maintaining the CCG Business Continuity Plan:
Assuring that CCG creates, maintains and uses effective business continuity plans in accordance with HMRC policy
Advising and supporting the Director General in delivering her Business Continuity Plan (BCP) accountabilities.
Liaising with the central BCP teams in the development of HMRC policies into the future
Leading CCG secure office clearance process in support of the Building our Future locations programme.
Providing highly visible leadership in CCF&P, championing HMRC strategy and leadership behaviours, living HMRC’s values and clearly articulating the culture needed to make HMRC successful.
ResponsibilitiesAs a senior leader in HMRC, you will play a key role in leadership, facilitating change and enhancing insight to improve decision making.
You should be comfortable working at pace in a complex, multi stakeholder environment with high levels of senior visibility.
You will need to work collaboratively and be a good communicator with strong interpersonal skills.
While this is a central services role, some operational experience will be extremely beneficial in bringing an understanding of the challenges of effective information management within HMRC’s operations.
You should be confident in bringing innovation into existing services and developing your team.
Whilst knowledge of good information management and security would be useful, it is strong leadership skills that are essential for driving and embedding change in this area.
You will have strong leadership skills, with experience of managing diverse teams across multi locations and an ability to motivate, inspire and guide others, including senior colleagues, to deliver in a complex environment.
You will be an innovator with strong collaborative skills, comfortable challenging the status quo, and being challenged.
You will have highly developed interpersonal and influencing skills with a demonstrable ability to develop and maintain effective relationships with a wide range of internal and external stakeholders up to the most senior levels.
Confident and resilient, you will bring energy and drive to the role, but also manage your own time and that of your team well, protecting wellbeing and team resilience.
Understanding and experience of the principles and practices for GDPR, Information Management and processing data for the purpose of Law Enforcement Processing.
Knowledge and experience of delivering HMG security principles and standards in a complex organisation.
Understanding and experience of principles of building and personnel security.
Knowledge and experience of delivering business continuity planning in an evolving and complex business operation.
Knowledge and experience of HMRC compliance operations.
Knowledge and experience of leading and managing change.
