Job summary

NS&I are welcoming applications from experienced Programme Managers looking to make a difference.

Working within our Business Delivery & Transformation Directorate you will support the Programme Director to deliver our transformation Programme.  NS&I is embarking on a re-procurement of its outsourced business process services through ‘the Rainbow Programme’.  The Programme is of critical importance and presents an opportunity for NS&I to transform its operating model to deliver business efficiencies and strategic goals.

The Rainbow Programme Manager will lead the successful management and delivery of the NS&I Rainbow Programme, in accordance with agreed methodologies, Enterprise Programme Office (EPO) standards and Programme and Project Management (PPM) best practices, through to closure, ensuring optimal delivery and optimisation of time, cost and quality.

Job description

Programme Management

  • Providing effective and transparent management and control of the Rainbow Programme schedule, dependencies, assumptions, risks and issues.
  • Planning and designing the Programme and proactively monitoring its overall progress, resolving issues and initiating corrective action as appropriate.
  • Effective coordination of the Projects and their inter-dependencies
  • Managing the identification and mitigation of risks and issues
  • Managing the Programme’s budget, monitoring the expenditure and costs against benefits as the Programme progresses.
  • Securing appropriate skilled Project Management Resources to deliver agreed Rainbow projects and associated benefits successfully within tolerance.
  • Maximising the efficient allocation of resources and skills with the Projects Dossier.
  • Leading, motivating, mentoring and managing the performance of the Rainbow Programme delivery team.
  • Managing the performance of internal and external suppliers to the Programme.
  • Maintaining overall integrity and coherence of the programme, and developing and maintaining the Programme environment to support each individual project within it
  • Ensuring that the delivery of outputs or services from the projects meets Programme requirements in line with the programme’s Future Operating Model (FOM) and Projects Dossier, and is to the appropriate quality, on time and within budget
  • Facilitating the development of the FOM to ensure it will deliver NS&I business priorities, efficiencies and strategic goals.
  • Managing the FOM and ensuring that the capabilities delivered are aligned with it
  • Initiating extra activities and other management interventions wherever gaps in the programme are identified or issues arise
  • Day-to-day agent on behalf of the Programme Senior Responsible Owner (SRO) and Programme Director, ensuring successful delivery of the capabilities.

Governance and Assurance

  • Developing and implementing the Programme’s governance framework in consultation with EPO.
  • Chairing and leading a number of key Rainbow Programme governance forums and representing Rainbow Programme and its requirements as an active member of Transformation Committee and relevant Portfolio Boards to track key Programme Dependencies.
  • Active member of other key change governance forums.
  • Reporting progress of the programme at regular intervals to the Programme SRO and Programme Director.
  • Assuming responsibility, following successful Programme delivery, for Business as Usual (BAU) Change Programme Delivery and Programme Management/ Assurance.

Stakeholder Engagement

  • Build strong relationships the wider NS&I business community and with third party suppliers.
  • Managing communications with stakeholders.
  • Meeting with stakeholders to make communication easy and transparent regarding project issues and decisions on services.
  • Effectively manage a broad pool of senior stakeholders from across the business, securing their buy-in and input to Programme plans and deliverables to ensure successful delivery and transition.

Person specification

Essential qualifications

  • A recognised PPM practitioner level qualification e.g. Managing Successful Programmes (MSP) practitioner, PRINCE2 practitioner, Association of Project Management practitioner or equivalent experience

Essential experience

  • Experience in Programme management and in Project management within the public sector or Financial Services.
  • Experience of working in an outsource environment – as client and/or supplier.
  • Experience in delivering Change managing multiple 3rd parties
  • Experience of managing and delivering Portfolios containing multiple concurrent initiatives, including a wide raging diversity of Projects
  • Experience of managing programme budgets in excess of £20M and individual project budgets in excess of £5M
  • Experience in Project/Programme Assurance
  • Experience of managing Programmes and Projects in accordance with relevant public sector standards, including IPA, OGC and OJEU
  • Experience working with other public sector organisations
  • Commercial experience, preferably in financial services

Essential technical knowledge and skills

  • Advanced knowledge and skills in PPM techniques and methods 
  • Strong analytical skills, including the ability to review, challenge and utilise data
  • Risk & Issues management: experienced in effective identification, assessment and management of Programme and Project risks and issues in accordance with Government guidelines and best practices

Desirable qualifications, experience and technical knowledge / skills

  • Experience of delivery of Projects/ Programmes within the Government Major Projects Portfolio (GMPP)
  • Experience of managing monthly GMPP reporting
