The CMA's newly created Digital Markets Unit (DMU) will offer unrivalled opportunities for suitable candidates with transferable skills, including but not limited to experience working in digital markets or using data and technology, or research, policy, government, regulatory, economics or legal skills.
The Digital Markets Unit will regulate and exercise jurisdiction over the most powerful digital corporations. The work will be high profile, compelling and will make a significant impact to millions of people and our relationships with the digital world.
Digital Markets Advisers will support the development of policies, guidance, and legislative frameworks for the new digital markets regime. Successful candidates will conduct research in key digital sectors, support horizon scanning and market insights, engage stakeholders, contribute to project management efforts, and collaborate with regulators domestically and internationally.
To be successful in this role, you will need to have strong administrative skills, be organised, with the ability to build relationships with stakeholders and collate and analyse information from a range of sources.

Your detailed responsibilities may include:
- Supporting our work to develop the policy, guidance and legislative framework for the new digital markets regime, working closely with Government as legislation passes through Parliament, providing expertise and advice based on the CMA’s knowledge and experience.
- Contributing to work building our understanding and evidence base in key digital sectors which will underpin future assessments of ‘Strategic Market Status’ and inform specific projects to promote competition or address harms to consumers or innovation.
- Supporting work building our horizon scanning and markets insights function, working closely with colleagues in the CMA’s Data and Technology Analytics unit who lead on understanding technologies.
- Working to establish the CMA as a centre of excellence in digital markets, engaging with a wide range of stakeholders and building knowledge and expertise.
- Working with other regulators with responsibilities for digital markets, both domestically and internationally, to strengthen cooperation and deliver a more effective, coherent regulatory landscape.
- Supporting in delivering case and project work in digital markets, working closely with colleagues across the CMA and using learnings from this work to inform the future work of the DMU.

If you’re already a civil servant being appointed on level transfer, you’ll retain your existing terms, including annual leave. If you are being promoted you’ll receive either a 10% pay increase or the new grade minimum, whichever is the greater. Applicants new to the civil service can be considered for appointment at a salary higher than the starting point indicated above, but not more than the advertised mid-point, depending on skills, knowledge, experience and qualifications.

Selection process details
As part of the application process you will be asked to complete a CV and personal statement. Further details about application requirements are listed on the application form.
The selection process will comprise of the sift (CV & application review) and an interview. Arrangements for the interview will be enclosed in the invitation. Interviews will be either conducted either virtually, by Microsoft Teams, or in-person at a CMA office.
An initial sift based on criteria 1 and 2 (Lead Criteria) may be held if a large number of applications are received. If your application progresses to a full sift, all elements of the essential criteria listed under Person Specification (listed below and in the attached role profile) will then be considered.
Please note that it is essential that your personal statement is aligned to provide evidence that you have the knowledge and recent practical experience for each of the following selection criteria in your application:
- Good administrative and organisational skills with experience prioritising your workload to successfully deliver tasks to challenging timescales (lead criteria).
- Experience building relationships with stakeholders, both internal and external (lead criteria).
- Experience collating and analysing information from a range of sources, identifying limitations and developing options for further work.
- Demonstrable communication skills (both verbal and written) Good written and verbal communication skills with the ability to communicate to both technical and non-technical audiences across varying level of seniority.
The sift will take place between 8 and 16 June 2023.
If your application is successful you will be invited to attend an interview. You will be notified via email to log-in to your Civil Service Account and book your interview slot. You will be sent an email with full details of your arrangements for interview.
Interviews will be held between 26 June and 7 July 2023.
The first part of the interview will comprise a written assessment details of which will be forwarded in advance of the interview. The second part will involve a presentation followed by a 45 minute panel interview where you will be asked questions based on the Behaviours and Experience outlined in the role profile.
If successful you must hold, or be willing to obtain, security clearance to SC level.
