Job description
About the role
A Product manager is responsible for facilitating a product team to build and release digital products or features. Product managers understand the business goals, the user needs for the service, and the different options for how to build and scope the digital product according to those needs. Product managers at HMRC can make use of multiple learning and development opportunities to develop their product management skills if joining at entry level. Product managers at HMRC follow the government Digital, Data and Technology (DDaT) capability framework and career paths.
HMRC’s Product & User Centred Design team provide consultancy services to major programmes and business areas across the department helping shape some of HMRC’s most impactful change. This approach has been highly successful and we’re now looking to grow this capability to bring user centred design into more, early project and programme thinking, ensuring that we design the right things for our users. This work area offers an amazing opportunity to improve services for millions of people, influencing decisions through evidence and being a voice for our customers.
You will be responsible for defining what is valuable to users and delivering quality user outcomes through your products. You will develop a deep understanding of user needs and business goals. You will take insights from multiple, specialist perspectives to frame problems and set priorities for delivery teams, to create and optimise value for users. You will devise and iterate your product roadmap and backlog and be a champion for user needs - ensuring user needs are at the heart of your product design and delivery. You will manage products in Discovery and you will support Lead Product Managers with their portfolio. You may line manage associate Product Managers and other professions within a team and you support their development. You will have a deep knowledge of product management techniques and will continue to develop these skills to an expert level.
Key responsibilities
As a Product Manager you will:
- Lead the discovery of our consultancy services to major programmes and business areas across the department
- Support the vision, roadmaps and delivery of other products in your programme
- Develop an expert understanding of the users’ needs and champion these in the delivery of your product
- Engage with a variety of stakeholders, flexing your style as appropriate
- Define the scope of the service and adapt this as new information is learnt (e.g. as business objectives evolve or user research offers new insights)
- Work with a multidisciplinary product delivery team (civil servants or suppliers) with skills such as user research and service design to shape the product
- Work with the Leads in your area to understand different options for how a product or digital service might be developed, and the high level financial case for the options
- Work with designers and researchers in your area to ensure the products and services are suitably adapted to meet accessibility standards
- Work with user researchers to shape research activities to test the concepts behind new products, features, or prototypes, and/or test their usability
- Participate in, and contribute to the Product management community of practice, whether through taking part in community initiatives, running sessions or talks, or other activities which support other product managers.

We’re looking for people with strong interpersonal skills who enjoy working in a user focused, agile environment. The ideal candidate will care about users, technology and be passionate about product success.
It’s essential that you have:
- Experience of building and maintaining positive relationships with stakeholders, including negotiating with stakeholders on difficult issues
- Experience of understanding problems within a service, product or process, and finding a positive solution to resolve the issue
- Experience of being able to prioritise work based on what is valuable to do first, and getting buy in from stakeholders for any associated project plans/ rollout plans/ roadmaps
- Experience of leading or supporting a project to deliver its stated outcomes
- Ability to collaborate with other professions with specialist skills to solve a problem.
