Job description

This role is with the Data Engineering & Development function in the Technology and Infrastructure team. This is part of the wider Corporate Enablers resource pool which works across the organisation to empower our core regulatory teams. The successful candidate can expect to work closely with other functions throughout the organisation as required by individual projects. The primary function of Data Engineering & Development is to create systems for the collection, storage, reporting, analysis and publishing of regulatory data. The successful candidate will work on existing and new regulatory data systems as determined by Ofwat business requirements.

It is an exciting time to join the team as we transition to a new data platform. We have two planned developments. Firstly, to provide new facilities through our existing data platform which is a Java based web application. And, secondly, to harness the power and flexibility of an Azure based serverless architecture. This will give us the ability to construct bespoke Repeatable Analytical Pipelines in conjunction with our in-house data analysts.

A key requirement for the role is therefore to be part of this journey with us. We need someone unafraid to take on new technologies and master them. We are looking for someone to work with our existing tools, but also to design and implement new ones. To bring vision and energy as well as technical skills.

Responsibilities

As a Software Developer you will:

Work with colleagues across Ofwat to source requirements for solutions in fields such as data collection, data platform, data publishing, financial modelling, price setting and compliance systems. You will develop appropriately tested, quality software products which are usable and maintainable. Software and allied processes must adhere to appropriate standards. To do this you will work collaboratively with the wider Technology and Infrastructure team and our industry data experts, as well as consultants and external suppliers.

You will be expected to support and maintain our internal applications and to take responsibility for DevOps. You will also be responsible for best practices such as knowledge sharing and development practices. You will need to use your technical strength to quickly learn new technologies, and your professional judgement to bring design, development and technological improvement.

You must display a positive approach to team working and maintain a professional approach when dealing with colleagues and contacts. You must take responsibility for your own continuing professional development. And lastly, we require that you take responsibility for owning and applying the principles of Equality, Diversity and Inclusion at Ofwat.

Essential Criteria:

  • Educated to degree level or equivalent.
  • Recent employment in a software development role using Java and database technologies.
  • Strong experience of programming tools, frameworks and open-source libraries for the Java development ecosystem.
  • Competent ability with SQL.
  • Use of development best practices such as refactoring, test driven development, version control and source code repositories, iterative and incremental development, object orientated design and common design patterns.
  • Experience of the whole development life cycle.

Desirable Criteria:

  • A Computer Science or Information Technology degree.
  • Experience of using full stack development technologies is strongly preferred. Including web front end frameworks and relational databases.
  • Knowledge of cloud based Service Orientated Architectures. In particular, an understanding of both data pipeline development and microservices.
  • Knowledge of modern cloud based DevOps.
  • An interest in data modelling with relational and NoSQL databases.
  • Experience developing RESTful APIs.
  • Experience with any of the following is desirable: Tomcat, Apache, Git, GitHub, Subversion, Python, Angular, React, MySQL, MariaDB, Azure (DevOps), Docker, Jenkins, Jira/Confluence, Nexus, Spring Framework, Scrum, Kanban, JavaScript, Angular, React, TypeScript

On appointment the post holder will be entitled to 25 days annual leave plus 10½ days’ public and privilege holidays a year. Annual leave entitlement will be increased by one day for each year of continuous employment with Ofwat, up to a maximum leave allowance of 30 days.

Security
