The Defence Infrastructure Organisation (DIO) is the estate expert for Defence, supporting the armed forces to enable military capability by planning, building, maintaining, and servicing infrastructure.

Our responsibilities include:
• Plan and deliver major capital projects and lifecycle refurbishment
• Provide utilities services
• Manage soft facilities management (i.e. cleaning and catering)
• Provide a safe place to train
• Allocate Service Families Accommodation
• Procure and manage routine maintenance and reactive repair
• Provide a central register of asset information to advise infrastructure planning
• Act as steward of the Defence estate
• Provide the unarmed guarding service

Job description

The Challenge

As a senior surveyor within the DIO Estates Division you will be involved in a wide range of exciting and interesting Accommodation programmes and portfolios on this unique Estate. No two days will be the same.

This is an excellent opportunity to join the established DIO Accommodation team (AOT) and the wider Estate’s network of highly skilled Surveyors and Valuers, delivering subject matter expert advice to a wide range of customers and stakeholders.

The Role
As a senior property professional you will bring experience and understanding of surveying to DIO, taking on the responsibility for the direction and delivery of accommodation optimisation projects, outputs and advice to all customers, including via DIO in-house staff and Industry Partners as required.

The senior surveyor will support the Head and Assistant Head of AOT and will be responsible for delivery of agreed AOT outputs and programmes.

The successful candidate will be responsible for accommodation strategy, planning, funding, development and delivery and will provide a “consultancy” service and advice to customers and stakeholders, and will be accountable for ensuring they/& their team adhere and confirm with all agreed processes, operating procedures and regulations.

We are seeking a highly motivated individual, who is an experienced team player, coupled with the ability to be individually
motivated. Holding excellent communication skills, you will work with customers, DIO stakeholders and industry partners.

Post Location
We have up to 2 positions available which can be located at any of the named locations. Please state your preference.

Due to the Covid-19 pandemic most employees are currently working from home, as these restrictions ease the post holder may be expected to work a combination of home working and from the office location. This requirement will be further detailed and discussed during the interview process. All employees will be provided with IT equipment to facilitate remote working.


Main Responsibilities

Leadership and Management within the Estates Division
• Manage resources in accordance with the DIO Values
• Demonstrate a personal commitment to the DIO Values
• Provide leadership within the team on specific issues
• Support the development of team members and assist line managers in delivering departmental goals
• Ensure compliance with mandatory requirements e.g. H&S training
• Promote strong working relationships both within the team and with other teams across DIO and MoD

Strategy Development
• Assess options for the provision of new SFA/SLA to meet the requirements of DIO/Defence Estate Optimisation Programmes and other Military funded projects, balancing competing demands and dependencies
• Business Case development and approvals linked to investment and value for money appraisals
• Overseeing local planning, design and procurement workload
• Procuring specialist and market advice as required
• Identifying opportunities for enhancing value within the MOD Estate in relation to the provision of accommodation
• Review and assess progress against programmes, ensuring continued alignment with wider DIO/Military infrastructure
programmes and strategic objectives, undertaking corrective action or re-prioritising as appropriate

Service Delivery
• Direction and delivery of accommodation optimisation projects, outputs and advice to all customers, including via DIO in-house staff and Industry Partners as required
• Deliver targeted expert high profile and/or novel or contentious Projects outputs and advice
• Liaise across the Estates and other Divisions to enable delivery of optimum accommodation solutions

Subject Matter Expert (SME) Support to DIO/DEO/Military TLBs
• Interpret customer requirements; challenging, supporting and developing them as appropriate
• Provide advice on the advantages/disadvantages of alternative courses of action including cost implications
• Deliver timely and accurate SME input, advice and support to parliamentary, FOI and secretariat business

Stakeholder Management
• Development and implementation of stakeholder management and analysis activities for allocated responsibilities, and manage stakeholders in line with DIO/DEO Corporate approach and messaging
• Work closely with stakeholders both within and outside of MOD, including Local Authorities

Other Duties
• Responsible for assurance in relation to contracted out delivery of Accommodation Optimisation outputs and advice
• Responsible for the compliant storage of all relevant data, reports and records
• Undertake/support activity in relation to performance management
• Undertake/support activity in relation to continuous improvement

Travel Requirements
Post holders will be required to travel to the sites covered by the post on a regular basis and some visits may involve overnight stays. Some sites are difficult to access via public transport. A full driving licence is essential to undertake the requirements of the role.

About our Team
The DIO is the MoD’s expert adviser and enabler on infrastructure matters. It is tasked with equipping Defence with a significantly smaller more efficient, better quality estate.

Estates are the in-house real estate team within DIO advising our customers on current and future infrastructure needs. We acquire, manage, safeguard and dispose of the Defence real estate.

Our unique customer knowledge and insight of the Defence Estate enables our in-house team of chartered surveyors, town planners, registered valuers and technical staff to provide in-depth advice, adding value to our customers delivery programmes across England, Scotland, Wales, Northern Ireland and Overseas. This includes but is not limited to: property advice, safeguarding, byelaws, rationalisation programmes, acquisitions, disposals, lease management, accommodation programmes, commercialisation initiatives, rating, valuation programmes and the management of the tenanted estate.

Estates has four delivery teams, Acquisitions & Disposals (A&D) - delivering the Acquisitions and Disposals Programme, Accommodation Optimisation Team (AOT) providing strategic accommodation advice and support, Land Management Services (LMS) – providing a comprehensive land, estate and property management service and Safeguarding – protecting specific assets and operational capabilities.

The Accommodation Optimisation Team (AOT) as a sub branch of the Estates Division is accountable and responsible for the strategy for delivering new Service Family Accommodation and Single Living Accommodation in support of Defence Estate Optimisation and other Military funded programmes & projects in accordance with the DIO Business Plan & to support Military Capability. The Team provides residential planning; market housing assessments; procurement and development funding; and delivery expertise, working as part of the wider DIO Estates organisation. Delivery is via in-house service delivery teams of chartered surveyors and experienced technical support staff, with support from Industry Partners where appropriate.

Essential Licence, Membership & Qualifications
• A Full UK Driving Licence
• Full Membership of an appropriate estates professional
body (Royal Institution of Chartered Surveyors - MRICS/FRICS or equivalent)
• A relevant Estate Surveying degree or equivalent qualification

Desirable Membership Experience & Skills

Employment Hours
The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working, Part-time working and Job Share working patterns will be considered.

For successful candidates based at the Andover, Portsmouth, Sandhurst and Wyton locations only, the posts offer a Market Skills Allowance of:
MRICS/FRICS Qualified - £5,000.00 per annum.
