Job summary

The CMA's newly created Digital Markets Unit (DMU) will offer unrivalled opportunities for suitable candidates with transferable skills, including but not limited to experience working in digital markets or using data and technology, or research, policy, government, regulatory, economics or legal skills.

 The Digital Markets Unit will regulate and exercise jurisdiction over the most powerful digital corporations. The work will be high profile, compelling and will make a significant impact to millions of people and our relationships with the digital world.

Job description

Senior Digital Markets Project Officers will collaborate with policy and operational colleagues to scope projects, identify resources, and monitor progress towards successful completion. Successful candidates will support the internal governance processes of the DMU, ensuring business continuity planning and providing relevant reports to senior decision-makers within the CMA. In addition, you will build and maintain positive relationships with various teams within the CMA, such as the central Programme Management Office and CMA Academy, you will support effective project delivery and team capacity building.

There will be ample opportunity to contribute to specific workstreams, including research and analysis planning, recruitment outreach activities, and stakeholder engagement. To be successful in this role, you will require experience in utilising project management tools and techniques to achieve desired outcomes, being able to effectively manage risks, and adapting plans as needed. Experience in conducting research, analysing information from various sources, and synthesising it to develop recommendations is equally important.

Person specification

Your detailed responsibilities may include:

  • Working with policy and operational colleagues to scope projects, identify necessary resource and track progress to delivery.
  • Supporting the DMU’s internal governance processes, including overseeing business continuity planning and relevant reporting to senior decision makers within the CMA.
  • Recommending and using project management methodologies appropriate for the work, including using digital tools such as Microsoft Excel, Project and Planner as required.
  • Building and maintaining positive relationships with relevant teams across the CMA, including the central Programme Management Office and CMA Academy to support effective project delivery and team capacity building.
  • Contributing to specific workstreams and activities, which may include planning and overseeing research and analysis, contributing to the organisation of recruitment outreach activities and supporting stakeholder engagement activity.
  • Working to establish the CMA as a centre of excellence in digital markets, engaging with a wide range of stakeholders and building knowledge and expertise.
  • Working with other regulators with responsibilities for digital markets, both domestically and internationally, to strengthen cooperation and deliver a more effective, coherent regulatory landscape.
  • Supporting in delivering case and project work in digital markets, working closely with colleagues across the CMA and using learnings from this work to inform the future work of the DMU.

Selection process details

The selection process will comprise of the sift (CV & application review) and an interview. Arrangements for the interview will be enclosed in the invitation.  Interviews will be either conducted either virtually, by Microsoft Teams, or in-person at a CMA office. 

An initial sift based on criteria 1 and 2 (Lead Criteria) may be held if a large number of applications are received. If your application progresses to a full sift, all elements of the essential criteria listed under Person Specification (listed below and in the attached role profile) will then be considered.

Please note that it is essential that your personal statement is aligned to provide evidence that you have the knowledge and recent practical experience for each of the following selection criteria in your application:

  1. Experience using project management tools and/or techniques to successfully deliver outcomes, manage risks and re-plan where necessary (lead criteria).
  2. Experience researching, analysing and drawing together different sources of information to develop recommendations and progress work (lead criteria).
  3. Experience building relationships with stakeholders, both internal and external, including those from other professional backgrounds. 
  4. Ability to communicate effectively with a range of audiences, tailoring communications appropriately and securing buy-in to ideas.

The sift will take place between 13 and 21 June 2023.

If your application is successful you will be invited to attend an interview. You will be notified via email to log-in to your Civil Service Account and book your interview slot. You will be sent an email with full details of your arrangements for interview.

Interviews will be held between 3 and 17 July 2023.

The first part of the interview will comprise a written assessment details of which will be forwarded in advance of the interview. The second part will involve a presentation followed by a 45 minute panel interview where you will be asked questions based on the Behaviours and Experience outlined in the role profile. 

If successful you must hold, or be willing to obtain, security clearance to SC level.
