About Group Controller Directorate
The activities of Group Controller Directorate include accounting for all HMRC activity; governance, risk, assurance, and control; finance systems and accreditation, data, and processes for HMRC. The directorate is also heavily involved in projects to transform our finance processes and systems and is responsible for the finance profession across HMRC.
Group Controller Directorate is currently made up of approximately 260 staff across multiple offices. Our vision is to help steer HMRC towards a better understanding of its key risks, ensure these are well controlled and to deliver a world-class customer service through plain, simple and well-controlled finance systems and processes, in support of Finance and Departmental Transformation.
Finance Manager - Data & Assurance
We have an exciting opportunity to join the Financial Controls and Data Team. This team plays a vital role at the centre of our department and sits within ‘Systems and Processes’ which is part of the Group Controller Directorate.
You will join a welcoming and accomplished team whose remit spreads across HMRC and will be working in a fast-paced environment. Establishing relationships and supporting in providing expert financial data advice on HMRC’s processes is central to what we do.
What will you be doing in this role?
You’ll be supporting the design, build and deployment of the finance data strategy across the CFO business area and engaging with other internal HMRC groups to embed and improve their finance data standards.
You will contribute to the effective operation of the team and your responsibilities will include, but will not be limited to:
- Managing /supporting successful completion of workloads and reaching delivery goals in accordance with business objectives
- Providing/supporting assurance for Data Protection/GDPR and Information Management/ Records Management including risk management and Information Assets
- Supporting improvement of finance data standards including ownership, management, reliability, consistency, and quality
- Work collaboratively with stakeholders to ensure issues are dealt with and escalate when required
- Acting as point of contact for governance and reporting. Ensuring information is successfully shared between colleagues, projects, and stakeholders
- Ensuring continuous improvement of processes and Management Information – inputting innovative ideas to help drive forward the team performance
- Contribution to monthly performance reporting and analysis.
You will do this by:

The role will involve some travel with occasional overnight stays and may include HR management responsibilities for one member of staff.
The successful candidate is expected to remain in post, whilst in the same grade, for a minimum of two years.
- An ability to communicate using appropriate styles, to maximise understanding and impact
- Experience of operating flexibly and working at pace, planning, and prioritising to meet tight deadlines
- Excellent writing skills, including high attention to detail
- Strong stakeholder engagement skills with the ability to engage with stakeholders at all levels
- A data management background with experience in GDPR.
- Data management qualifications or working towards a qualification
- Experience in supporting the strategic direction of data across a large organisation
- Have competent IT Skills in Microsoft Office 365 applications.

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period. You will get more detail on this as part of targeted locations move communications.
Selection process details
As part of the application process you will be asked to submit a Personal Statement and CV.

- One section for you to list your qualifications (if you are part qualified please indicate to what level/stage).
This should outline, in no more than 750 words, how you meet the essential criteria, your suitability for the role and what experience you bring to the role.

In addition, there will also be a small number of specialist sites where the work cannot be done anywhere else, in Gartcosh (near Glasgow), Telford, Ipswich, Worthing and Dover, as well as our headquarters in central London. What’s more, our Welsh language service has people located in Porthmadog, as well as Cardiff.

Terms and Conditions

If you’re successful you need to know that in February 2021 members of recognised trade unions (ARC and PCS) voted to approve a pay and contract reform offer. This means that HMRC will adopt new terms and conditions for all colleagues as part of a multi-year pay deal and contract offer, the pay deal period is 01 June 2020 – 31st May 2023 and terms and conditions changes take place from the 01 June 2021 onwards. These terms will apply to colleagues who already work in HMRC and if you join us, it will apply to you too.
