The Office for Environmental Protection (the OEP) mission is to protect and recover the environment. Created by the Environment Act 2021, our role is to hold Government and public bodies to account. The OEP do this in several ways including reporting on progress against environmental targets, advising on changes to environmental laws and receiving complaints from the public which can lead to us taking enforcement action.
This role is based in the OEP’s Chief of Staff directorate. The directorate is responsible for corporate functions including communications, business planning, strategy, finance, Human Resources, IT and Digital Services and Procurement.
With a total staff of just over 80, we are a dynamic, friendly and flexible organisation covering both England, Northern Ireland, and environmental matters reserved to the UK government. Job description
This is an exciting opportunity to join a small but thriving organisation and to have a real impact and influence in the financial management of the OEP.
We are seeking a skilled and dynamic CCAB fully qualified (or equivalent) accountant to join our team on a fixed term or secondment basis for a period maternity cover expected to last approximately 12 months.
In this role, you will oversee the operational finance tasks of the OEP which will include:
- Leading on year end closing, including the preparation of Annual Reports and Accounts (ARA), financial statements and notes to the accounts in accordance with the government Financial Reporting Manual (FReM) and other guidelines
- Preparing and validating monthly payroll files in liaison with HR team and external service provider ahead of monthly statutory deadlines
- Managing the month end closing process by overseeing the production of monthly management accounts, KPIs and financial commentary on a consolidated and at cost centre level to strict month-end close down timetable
- Maintaining a capital asset schedule
- Overseeing the monthly Defra information return including cash management request and any ad hoc reporting as required
- Managing the purchase ledger process and weekly payment runs
- Establishing and maintaining strong financial controls to continuously improve data quality and integrity of the Finance system (Sage)
- Liaising with internal and external auditors (Government Internal Audit Agency (GIAA) & National Audit Office (NAO)) on operational enquiries to provide information necessary for internal and external audit purposes
- Developing and maintaining all finance policies and procedures to ensure effective and efficient financial management and compliance to regulations and reporting requirements
- Leading a small team, provide training and support to ensure the delivery of efficient and effective finance services.

Person specification
These are the essential Skills, Experience and Qualifications that the role holder will need to be able to perform in the role successfully.
- CCAB fully qualified accountant, or equivalent, with minimum of 3 years post qualification experience, preferably in financial accounts and with some experience in management accounts
- Proven experience in preparing monthly management accounts and annual financial statements and reports including audit schedules
Experience of using a finance system such as Sage
- Direct experience of liaising with both internal and external auditors
- Excellent attention to detail with the ability to identify and resolve inaccuracies to maintain data quality in the finance system
- Ability to manage and delegate effectively to team members to ensure work is completed on time and to a high standard
- Adaptable and able to work flexibly across a range of projects with competing deadlines, reprioritising work as necessary
- Excellent written and presentation skills and the ability to translate financial data into an easy-to-understand format for both internal and external stakeholders.
- Ability to communicate and influence across the organisation and externally.
- An understanding of public sector finance, Managing public Money (MPM) and the Government Financial Reporting manual (FreM) is desirable but not essential.

The OEP uses the Civil Service Success Profile framework which is made up of five elements: Behaviours, Strengths, Ability, Experience and Technical. It is strongly recommend you have a look at the Success Profiles to enable you to make the best application possible.

Sift

Interview and ID Verification

Near Miss Appointments

New entrants are expected to start on the minimum of the pay band.
Location and Office Attendance
All OEP roles are based in Worcester and/ or Northern Ireland. This role is based in Worcester.
All GB employees will be contractually based at the Worcester office. The OEP embraces a blended working model and supports a combination of office and home working which will be dependent on business need and individual circumstances. Our current office attendance approach requires 40% attendance in one of the OEP offices or on official OEP business at offsite meetings with partners and customers. This approach enables thriving workplaces to connect with colleagues, as required by their role and business team needs balanced with personal flexibility and choice.
If GB based, travel and subsistence will not be paid for travel to the Worcester office.
Employees based in Northern Ireland will be contractually home based. There will be an expectation of travel to Worcester but this will be dependent on business need and individual circumstances. As a guideline, it’s envisaged that travel to Worcester would be between 4 and 6 times a year, fully funded by the OEP. However, travel will be a 2-way commitment, with other OEP staff members being expected to travel to NI at a similar frequency. Northern Ireland based staff currently have access to a touch down space in Belfast to enable collaborative working.
