About the job

Summary

We are currently looking for two candidates to fill this position. This is a key strategic role that involves working closely with the Head of Enterprise Offices on the Business transformation project Rainbow. The successful candidate will be involved in key decision making and managing the change process with stakeholders across NS&I. You will be required to manage project changes and promote the continuous improvement of project management related processes.

As a confident leader you will manage and coordinate key EPO’s support function activities; program planning, governance and project management. The post holder will ensure all changes adhere to the best practices and standard approaches for program and project management. This is a fixed term contract for 24 months.

Key responsibilities

Strategy Alignment:
• Support the Head of EPO in defining the future role and contribution of the EPO
• Manage the rollout and adoption of the Change life cycle across NS&I; influencing and instructing staff, as appropriate, in its use.
• Responsible for the collation and interpretation of quality MI on all changes for sharing with Stakeholders and governance committees to enable decision making
• Liaise with the NS&I Senior Management Team to ensure the quality of changes; that they are strategic with well-defined scope and benefits.
• Manage the annual strategic planning and budgeting process with business areas, clients & suppliers so it is effective and completed on time.
• Coach and educate the NS&I Change team in financial awareness so budgets are managed effectively and accurately
• Manage NS&I Resource Management for Change

Delivery Oversight:
• A key member of the EPO centre of excellence for the Change function
• Support the Head of EPO in facilitating best practice within Change
• Manage the introduction of continuous improvements in project & portfolio management ways of working within NS&I

Governance & Assurance:
• Support the Head of EPO to ensure Change governance operates efficiently and effectively to facilitate good decisions and risk management for NS&I
• Participate in change governance forums
• Responsible for accurate Benefit monitoring and escalation where appropriate. Work with Business Mangers and Sponsors to identify remediation.

Stakeholder Engagement:
• Build strong relationships within the change team, the wider NS&I business community and with third party suppliers

Overseeing the EPO operations:
• Responsible for the production and delivery of high-quality reporting; working in partnership with 3rd parties and other teams to provide end to end visibility of the enterprise portfolio
• Responsible for ensuring that escalations and impacts are managed correctly through the governance stack
• Ensure risks, issues and dependencies are managed appropriately
• Support the Head of EPO in the verification of portfolio roadmaps
• Support cross directorate management business activities; including Risk Framework and Scorecards
• Oversight of small projects (those with a cost <£50k)
• Line managing EPO staff resources

Responsibilities

Essential qualifications, experience and technical knowledge

Essential experience
1. Practical experience of working within a programme or portfolio office
2. Experience of working in an ‘outsourced business’ environment
3. Supplier management – working in partnership to deliver as ‘one team’
4. Experience of Change Control and Quality Assurance
5. Demonstrable experience of interpreting MI and providing key stakeholders the information in a clear and unambiguous manner


Essential technical knowledge and skills
6. Excellent stakeholder management and influencing skills;
7. Strong collaboration & communication skills; both written and verbal
8. Experience of developing and measuring KPIs
9. Experience of managing finances.
10. Ability to think strategically and to understand how Change helps deliver the strategic plans of a business


Desirable qualifications, experience and technical knowledge / skills

• Experience of working with a Project Portfolio Management (PPM) tool
