Summary

We are looking for a new Head of Communications to lead a team of media, internal communications and digital content specialists within our wider marketing and communications directorate. The role will focus on the full range of communications but specifically external communications, including media and digital, internal and change communications, and digital content development. This is a challenging position that will suit a high-performing communications specialist who has considerable management and leadership experience.

Role within CCS

This is a senior role within the Crown Commercial Service that reports into the Deputy Director of Marketing and Communications and works closely with the Chief Executive Officer and other members of the Senior Leadership Team. The postholder will also become part of the Government Communication Service and will be required to work collaboratively with a range of other Government departments, most notably the Cabinet Office, who we engage with closely on external communications and in particular how we handle our proactive grid and press enquiries.

Job description

Strategy
> Lead on the development and implementation of our communications strategy, ensuring that plans are in complete alignment with the CCS strategy and annual business plan objectives.
> Lead an inclusive, empowered and high-performing team, ensuring high standards are maintained, that they are supported through learning and development opportunities and managed effectively.
> Provide strategic communications advice and guidance to senior management colleagues and teams across the organisation and outside CCS on internal and external communications, in particular the CEO and Senior Leadership Team.
> Work closely with Change and HR Directors on initiatives to communicate business change, increase staff engagement and support a positive culture.
> Support team of digital content specialists in engaging across the business with digital transformation projects and to improve our digital channels and content.

Operations
> Ensure all communications are of high quality, are in plain English and consistent with our brand and style guidelines.
> Work across wider marketing and communications team to maximise use of all channels to expand reach internally and externally.
> Build communities and special interest groups to support effective stakeholder engagement, using tracking tools to monitor commentary and measure effectiveness.
> Maximise reach through effective use of partnership channels and strategic relationships.
> Manage, develop and nurture appropriate media relationships, including strong working relationships with the Cabinet Office
> Provide strategic input into proactive / reactive media activity and related public relations.

> Establish appropriate and auditable evaluation and reporting metrics for the team to ensure that activity is effectively targeted and communicate to key stakeholders.
> Champion internal change through effective engagement and communications, promoting a culture of putting the customer at the heart of everything we do.
> Develop and communicate a clear framework for the services provided by the Communications team to the business.
> Identify changing market / political conditions, evolving plans accordingly.
> Manage the communications budget, monitoring spend and reporting progress on key performance measures.
> Apply the principles, policies and practices of the Government Communications Service to a high professional standard

Person Specification
> Experience in planning and delivering campaigns to support cultural change.
> Proven experience developing and leading effective digital communications strategies.
> Customer focussed with good commercial awareness.
> Excellent organisational skills with the ability to manage multiple priorities to meet business needs.
> Exceptional written and verbal communication skills with the ability to articulate complex propositions simply for all audiences.
> Ideally educated to degree level or with a professional qualification in marketing or communications.

> Experience in customer and supplier management relationship tools.

Essential Criteria (to be assessed on application):
> Demonstrable experience in leading public service or B2B communications teams, with a proven track record of executing high-impact strategic marketing communications and working at pace.
> Demonstrable experience in a managerial role, comfortable in leading, supporting and mentoring people and supporting their growth.
> Strong strategic thinking and planning skills, with the ability to translate communications strategy into deliverable operational results.
> Experience in developing effective stakeholder engagement and communications plans.
