The NCA is an organisation which leads the UK’s fight to cut serious and organised crime. This includes class A drugs, child exploitation, people smuggling and human trafficking, major gun crime, fraud, cyber crime, money laundering and the corruption that organised criminals use to facilitate these crimes.
We work to imprison serious criminals, and use many other tactics to disrupt crime and keep people safe. In particular, we want to ensure crime doesn’t pay and that it’s harder to commit. We also draw on innovative new approaches to prevent crimes from happening in the first place.

Salary: The salary band for this position is £52,008 to £59,816. Where existing Civil Servants apply on transfer to the NCA at the equivalent grade, pay principles on Civil Service transfers will apply. All other salary offers will be made within the advertised band.
Lead a team supporting the business through policy and strategic development, business planning, performance, service delivery or governance.
Manage all commercial aspects of high value or complex procurement and contract management in line with delegated authorities including leading negotiation on price and contractual performance issues.
Support the Commercial DD and Head of Service in strategic and tactical discussions with external commercial organisations and business partners and negotiate with external suppliers in line with authority delegated by the Commercial DD.
Promote the value of Commercial objectives across the wider NCA business environment by providing advice and technical guidance to departmental colleagues, customers and senior managers on a range of commercial issues.
Lead projects, programmes, departmental campaigns and ensure performance levels are monitored and reported against target and plan.
Develop and implement strategic / business plans and seek continuous improvement of corporate performance in line with strategic objectives.
Manage organisational change and effectively plan, implement and communicate changes with stakeholders.
Manage resources effectively and ensure financial control of local budgets.
Oversee the quality, secure handling and dissemination of data/information, in line with NCA policy.
Attend cross departmental work groups and engage with business representatives to ensure optimum service provision and best value.
Work with government departments and represent NCA at cross government committee/meetings (as required).
Manage/coach staff, and provide guidance on development.
Work cooperatively with staff and colleagues, to promote high performance and adherence to corporate values.
To manage issues relating to the performance and conduct of officers (as required).
Lead on building effective internal and external partner relations and work collaboratively with stakeholders and external agencies.
Manage Health and Safety and ensure the safety, welfare and security of all staff in line with NCA policy and safety legislation.
End to End experience of leading procuring a range of IT categories, products and services using either or both Government frameworks or EU procedures.
Broad commercial experience within a significant scale IT systems, projects and operations.
Good working knowledge of contractual documentation required for public sector regulation compliant procurements and CCS Frameworks.
Sound knowledge of IT contracts including software licensing.
Detailed knowledge and experience of drafting procurement strategies, plans, evaluation templates/methods and internal approval documents.
Experience of leading negotiations demonstrating successful outcomes in a complex supply chain and managing communications with suppliers, including leading meetings and giving presentations.
Provide effective contract management including monitoring service delivery and supplier performance against SMART Key Performance Indicators (KPIs) and escalating issues and risks to senior management as necessary.
Provide detailed guidance on IT contract management and supplier issues (including options for resolution) for an organisation including being a subject matter expert on the contracts’ Terms & Conditions, ensuring that contracts deliver measurable value through the use of best working practices..
Ability to engage with stakeholders to ensure that projects are delivered to quality, cost, and timescales through management of milestones and SLAs, including acceptance criteria for milestone deliverables and ensuring sufficient checks to confirm acceptance for approval of milestone payments.
Develop and maintain compliant and commercially sound contract documentation; including key contractual terms, pricing mechanisms, Key Performance Indicators, price reduction mechanisms, etc.
Awareness of TUPE issues associated with contract termination to ensure they are managed correctly.
Experience of contributing commercial input into strategic business cases and good stakeholder management capability.
