Job description

A great opportunity for an ambitious self-starter to join the Programme Delivery (PD) team within FCO Estates responsible for managing and delivering all significant capital construction projects within the FCO’s exciting and diverse global estates portfolio.

With a £2.4bn property portfolio, from Embassies, Ambassadors Residences and staff residential compounds to temporary accommodation in conflict zones, the FCO Estates Department must deliver a fit for purpose estate to enable the FCO to meet both its diplomatic objectives and to provide an international platform for Her Majesty’s Government serving all UK government departments overseas.

The Programme Delivery team takes responsibility for delivery of all construction and property schemes. Projects range from simple internal refurbishments, refurbishment of historic buildings, to highly political, high risk new build schemes in some of the most challenging locations and environments across the globe.

Project Directors oversee the delivery of these projects through all stages of the life cycle (feasibility, design, procurement, construction and handover).

Role and Responsibilities

Each Project Director will have a programme of eight to twelve projects that may range from a small residence refurbishment scheme (£400K) up to a major new Embassy development (£10m to £100m+). You will be responsible for ensuring that each of your projects delivers the identified benefits within the required timescales, cost and quantity parameters, and that there is an ongoing focus on value for money. Acting as the ‘intelligent client’ on behalf of the FCO, you will be the primary point of contact for the key stakeholders and lead multi-disciplinary design, PM and contracting teams.

You will perform a range of different functions throughout the project life cycle. Your key responsibilities would normally include:

• Reporting directly to the Senior Responsible Owner, providing direction of the project, having day to day responsibility for ensuring delivery momentum
• Establishing appropriate governance for the project, including a Project Board, and ensuring that this is effectively maintained throughout the life of the project
• Identifying and establishing effective working relationships with key stakeholders, including other FCO property professionals, Ambassadors, Deputy Heads of Missions and Head of Corporate Services to ensure alignment of the project objectives
• Effectively planning the delivery of the project so that all parties fully understand their contributions and the timetable for delivery and monitoring delivery against the agreed plan
• Identifying, recruiting and managing the resources required to deliver the project, including establishing the multi-disciplinary project delivery team i.e. the recruitment of professional advice (project management, design disciplines etc.)
• Identifying and developing pro-active solutions to risks and issues that threaten delivery of the project and/or FCO’s reputation, escalating as appropriate
• Developing business cases to allow the projects to progress through key milestones
• Agreeing the procurement strategy and ensuring all activity complies with Government procurement rules
• Ensuring that the project is delivered in line with FCO requirements (as set out in the FCO Design Guides and specified by FCO property professionals)
• Monitoring and providing regular reporting on project progress
• Responding to ad hoc requests for ministerial and senior management briefings

The roles are based in London with regular travel overseas (a trip usually every 1-2 months depending on the project).

Person specification

Minimum Criteria:

• A proven track record of successfully delivering building projects through all stages of the project life cycle (feasibility, design procurement, construction and handover).
• Experience of establishing successful working relationships in complex stakeholder environments in a wide range of cultures.
• A proven track record of working with delivery partners (professional advisers, contractors etc), including different contract delivery solutions
• Ability to manage teams, both internal and external to an organisation, effectively and ensure on time delivery, within budget control, to the desired end quality.
• Ability to think and act strategically and balance numerous competing issues and objectives to a successful resolution.
• Ability to assess risk but also to respond quickly, decisively and appropriately in relation to change.
