In order to be eligible, you MUST meet the following criteria.

  • I will be able to provide all the ID documents required to complete my pre-employment screening and security clearance.

This role will involve delivery of the Migrant Victim Protocol (MVP) which is a new service, managed by the Immigration Enforcement National Safeguarding Engagement & Co-ordination Team (IE NSEC). 

The MVP will provide an improved response to support migrant victims of crime. 

The MVP is due to be launched in Summer 2024 and will grant protection from enforcement action and provide support to migrant victims to resolve their immigration status. The aim for the MVP is to provide a safe pathway for migrant victims to report crime.

The MVP team will work together with the victim to monitor the prosecution activity relating to the perpetrator while signposting the victim to get support and proactively resolve their immigration status. 

There will be a requirement to effectively manage a volume of active cases in progress, ensuring that all required actions are undertaken on time, so that the protection is provided consistently and fairly. 

There will also be a need to publish Management Information on the cases received and their outcomes for the purpose of determining success, trends and ways to improve the MVP. 

You will have daily involvement with work being undertaken to safeguard vulnerable adults and may involve children. 
The role will also involve supporting other safeguarding projects and responding to a variety of enquiries relating to safeguarding vulnerable people.

This partnership role will involve occasional travel to attend in-person engagements. A valid UK driving licence is therefore desirable. 

Person specification

You will manage a small team of Executive Officers who undertake the core actions for the MVP. Your responsibilities will include (but not limited to): 

• Daily monitoring and allocation of new referrals to the MVP.

• Assuring acceptance decisions made on new referrals to ensure that MVP protection is correctly applied in line with guidance.

• Reviewing MVP cases in progress, allocating actions for consideration and overseeing review outcomes on whether to extend MVP protection. 

• Contacting victims of crime, or those supporting them, by email, letter and where required, by telephone to assess vulnerability, offer support and discuss intentions. 

• Engaging with other interested parties and stakeholders, such as support workers, legal reps, police and others involved in prosecutions, to gather information relevant to MVP protection.  

• Maintaining and updating the Standard Operating Procedures (SOPs) for the MVP as the process evolves.

• Collation and analysis of performance statistics in order to publish MVP performance and identify improvements.

• Management of a broad variety of enquiries from internal and external stakeholders. 

• Providing additional cross team support, both to the IE NSEC and wider teams to enable priority work to be completed and urgent deadlines to be met.

• Continually identifying ways to improve our safeguarding interventions, placing the person-centred approach at the heart of everything we do.

• Promote Immigration Enforcement Protecting Vulnerable Adults and Children Plan.

Essential Criteria:

You will need to:

  • Have experience of managing a team.
  • Have strong interpersonal skills and the ability to build effective links with colleagues at every level within an organisation and external stakeholders.
  • Be able to work in service delivery, with a dual focus on meeting timescales and the needs of customers.
  • Demonstrate achieving high quality standards and compliance with operational procedures and policies.
  • Be proactive and able to use initiative to promptly respond to work pressures, being able to identify solutions to issues which may arise.
  • Have the ability to produce and analyse performance figures. 

Desirable Criteria:

  • Knowledge of Immigration status, rules, and processes.
  • Experience of working with victims of crime or with key partners to support victims of crime.
  • Hold a full manual / automatic UK Driving Licence.

The statement of suitability will be scored first for all candidates. Those candidates who achieve the minimum pass score for the statement of suitability, will progress to a further sift where the Lead behaviour Managing a Quality Service will be scored.

These candidates will therefore receive a sift score for both elements. Candidates who fail to meet the minimum pass score for the statement of suitability will not have their Lead behaviour scored and will therefore only receive a sift score for the statement of suitability.

However, if a large number of applications are received, the sift will be conducted on the statement of suitability (personal statement) only.

Tie break decisions

Flexible working
