Job summary

The position sits within The Defence School of Communications and Information Systems (DSCIS) under the Defence College of Technical Training (DCTT), which is responsible for delivering all technical training across Defence to meet the operational demands of the Royal Navy, British Army and Royal Air Force.

Reporting to ICSMT Hd of Department the successful candidate will work as a key member of the Information Systems Management Team ICSMT), to direct, deliver and support DSCIS networks ensuring effective operation, governance, and security.
 
This position will coordinate all ICSMT CIS Projects and requests for change utilising ITIL best practice following MOD policies and procedures.  Additionally, the post holder will be responsible for the management and maintenance of all ICSMT CIS policies, process, procedures and technical document libraries. 
 
The department is responsible for running the corporate and training IT networks of the Defence School of Communications and Information Systems (DSCIS). Its main functions are the programme management of DSCIS CIS plans and projects, developing and implementing CIS policy and strategy across DSCIS, maintaining, and supporting DSCIS Networks and systems and leading the progression of CIS initiatives to coherently develop CIS training capability across DSCIS.

The post is for 37 hours per week Monday to Friday and is available for part-time staff albeit on a job share basis, operating a ‘hybrid’ split between office and homeworking.

Job description

Role responsibilities include, but are not limited to:
The CIS Support Manager supports the ICSMT Service Delivery Manager to direct, deliver and support DSCIS networks ensuring effective support, delivery, governance and accreditation. To maintain Service Delivery processes, procedures and documentation
Responsible for the co-ordination of CIS Projects in accordance with agreed time, cost and performance parameters including the through life management of Requests for Change (RFC). 
The post holder will be responsible for the allocation of RFCs to specialist technical groups and liaison with ICSMT Service Desk manager to ensure that all asset and technical documentation is maintained and updated.
The CIS Support manager will also maintain the ICSMT SPOL/Process Management area including updating ICSMT Policies and Procedures including SLA’s in line with departmental and MOD best practice. To ensure that all documentation is regularly reviewed and that all amendments and changes are processed effectively following the DSCIS Management Processes.
CIS risk management. Supporting the Head of department to Identify, classify and describe security, delivery, reputational and other risk impacts. Recording risks accurately utilising the DCTT\DSCIS Risk management platform.
Provide support to ICSMT User services when required including the administration, management and creation of user accounts using Active Directory (AD).

Person specification

The ideal candidate will be enthusiastic, self-motivated, flexible and adaptable to changing requirements.
Additionally, candidates must have a proven background working in an IT organisation and able to demonstrate a high level of ability utilising Microsoft applications such as O365, Visio and Project. You must also have demonstrable experience working with Windows Active Directory (AD) administration and user management. The successful candidate will also be able to demonstrate a strong background in information management utilising SharePoint or similar file management systems.

Qualifications

•    Experience working in an IT environment, to be proficient in the use of Microsoft productivity suites and to be familiar with the use of Server Management tools such as Active Directory.
•    A proven background in Office Management, an interest in IT related matters and a willingness to undertake IT training in-line with departmental responsibilities.

Desirable – the following knowledge, skills and experience are desirable:

•    Familiarity with JSP 604/740 MOD IT security regulations and guidelines.
•    ITIL Foundation or equivalent in Service or change Management.
•    The successful applicant will be required to complete the MOD Mandatory training appropriate to their grade.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
