Job description

Home Office Intelligence (HOI) is a newly established unit, bringing together a number of existing teams involved in the collection and analysis of border and immigration related intelligence. The team has 1600 colleagues based across the UK and international locations who are focused on threats related to Organised Crime, National Security and Revenue. The team’s remit is to deliver Intelligence Collection, Development, Analysis, Targeting (Data Analytics) and Watchlisting capabilities within the Home Office and to its partners across Government and Law Enforcement.

HOI dedicated Open-Source Intelligence team (OSINT) has been created by merging existing teams within Immigration and Border Force intelligence directorates. The newly merged HOI OSINT team operates under the Home Office Intelligence directorate and forms part of the specialist intelligence command, operating under the sensitive intelligence unit.

HOI dedicated OSINT team identifies and develop opportunities to collect and develop Intelligence on thematic &modal crime, individuals or groups based in the UK or abroad, involved in Serious Organised Crime, using specialist open-source capability. The team use specialist software and analytical tools to investigate social media and other online platforms to identify threats and criminality that threaten both border security and the integrity of the immigration system, in line with IE and BF strategic priorities.

The unit operational functions are expanding in 2024, transitioning from predominantly intelligence support to existing Serious and Organised Crime (SOC) operations to 5 distinct intelligence functions. The 5 distinct functions of the unit are the following.

  • Collection & insight
  • Development support
  • Lead generation
  • Professional online enablers
  • OSINT innovation and governance

As an Intelligence Manager you will head up the new collection, insight, and professional online enablers function within HOI OSINT.  The team will provide a coordinated approach to OSINT collection against both strategic and tactical intelligence requirements on priority migration and border issues,  while providing insights on organised immigration crime (OIC), border, and immigration abuse trends. The team will also be responsible for the identification and targeting of online professional enablers of OIC, border and immigration related abuse.

You will be located in either Amadeus House (Heathrow), Martello House (Folkestone) or Link house (Newcastle) and will manage a small team based across these locations. Due to the nature and sensitivity of the role,  the candidate will be expected to be office based for 80% of the week.

Whilst not currently eligible for AHA, this is currently being reconsidered.

Person specification

You will be responsible for:

  • Identify opportunities to leverage specialist OSINT capabilities and tradecraft in support of IE and BF collection activities against priority migration and border threats.
  • Creation and management of thematic OSINT collection plans in line with strategic and tactical intelligence requirements set on priority migration and border threats.
  • Allocate and direct the deployment of resources and capabilities to allow for strategic and tactical insights to be drawn on current and emerging threats linked to priority immigration and border related issues.
  • Allocate and direct the deployment of resources and capabilities to collect, analyse and develop intelligence on professional online enablers, identifying further tasking and/or disruption opportunities with internal and external partners.
  • Direct the day-to-day activity of the team, ensuring resources and capabilities are deployed effectively, whilst ensuring that deployments are purposeful, productive and outcomes are identified and recorded.
  • Manage the development of intelligence products produced by the team, ensuring collected data is developed, aggregated and analysed to provide meaningful insights on priority immigration and border challenges.
  • Lead on the development of effective working relationships with key internal and external stakeholders to improve intelligence flows, collaboration and tasking with the team.
  • Lead and direct research initiatives to improve the use and application of advanced OSINT capabilities and tradecraft within the team, while creating and testing new approaches and methodology using OSINT.
  • Regularly review priority workstreams with the Senior Intelligence Manager, ensuring resources and capabilities are targeted towards the highest priority workstreams, while ensuring priority work is dealt with at pace and in a timely manner.
  • Regularly review internal processes and governance practices, identifying issues or improvements across the team, while ensuring SOPS and guidance are updated accordingly.
  • Collate monthly management information data in line with the team’s performance framework, reviewing data with the Senior Intelligence Manager and wider team to drive performance and future activity of the team.
  • Manage day-to-day personnel issues relating to the management of the unit, welfare and sickness / absence issues.

Essential Criteria:

•    Experience of leading a team in an investigatory or intelligence environment.
•    Experience of using or directing the use Open-Source Intelligence in an investigatory or intelligence environment. 
•    Experience of leading a team in a fast-paced environment and the ability to adapt to changing priorities and navigating uncertainty. 
•    Excellent interpersonal skills, with evidence of influencing stakeholders at all levels and engaging colleagues to deliver.
•    Ability to think critically, challenge assumptions and demonstrate creativity to problem solving. 
•    Strong organisation and drafting skills, with experience of preparing tactical and strategic briefings for junior and senior grades. 

Desirable Criteria:

•    Demonstrate they have completed Level 2 III training.
•    Experience of using or directing the use of advanced OSINT capabilities including web scraping, data analytics and geo-spatial analysis tools to collect, develop and analyse OSINT intelligence. 
•    Understanding of Home Office Intelligence functions.
•    Knowledge and understanding of Immigration and Border functions.

The sift will be held on the behaviour Leadership and the statement of suitability (personal statement). The CV will not be scored.

The statement of suitability will be scored first for all candidates.
