Overview

The MoJ Property Directorate is a customer focused organisation that exists to enable our customers to perform to their very best.  We do this by providing high quality, easy to use services, and working environments that our customers want to work in, which support them to deliver their individual outputs efficiently.  Our job is to manage one of the most diverse and complex estates in Government – hosted by the Ministry of Justice (MoJ).  As of 2 April 2021, the Prisons Maintenance Group (or PMG) joined MoJ Estates Directorate and the team receives a new title, MoJ Property Directorate.   This change aligns us with our Profession – the Property Profession - and brings together a property portfolio including Prisons, Probation, and MoJ HQ and Arms Length Bodies.  We also provide property services on behalf of the Home Office.

 The Ministry of Justice is committed to leading the Government’s response to the climate emergency and becoming the first Government department to be net zero.  As a Net Zero Carbon Manager in the Climate Change and Sustainability Unit you will be spearheading the department’s response to climate change, influencing delivery of the net zero carbon agenda for one of the biggest Government departments, touching the lives of more than a hundred thousand people.You will play a crucial role in transforming the Ministry of Justice into a net zero carbon organisation and delivering one of our key strategic objectives.  Your passion and enthusiasm for sustainability and carbon reduction will drive change throughout the department. You will use your abilities to solve complex problems, lead and influence others and work in dynamic and diverse teams to deliver our ambitious targets.  You will be working across the MoJ estate in partnership with our Property team across the prison and probation estate, FM partners, contractors, commercial colleagues and other key stakeholders.

Team Overview

You will be part of the Net Zero Carbon (NZC) team of professionals within the multidisciplinary Climate Change and Sustainability Unit responsible for the development and delivery of key MoJ sustainability programmes. The MoJ intends to be a sustainability leader within Whitehall, and as such, seeks high performing and highly motivated individuals to inspire and deliver meaningful environmental improvements. We work collaboratively across our areas of expertise to deliver positive environmental outcomes across a large range of themes including:

  • Energy management & carbon reduction in line with net zero carbon ambitions
  • Meeting the Greening Government Commitment target (GGC)
  • Waste management and circular resource models

The NZC team has delivered a range of projects since its formation; from resource efficiency measures including water management, leakage detection,  LED lighting, boiler efficiency controls and Building Management Systems to supporting electrification with solar PV, ASHP, electric vehicle charging points. The MoJ new prisons strive for best sustainability standards and will be fully electric, aiming to reduce emissions by c90% compared to HMP Fosse Way.  The Climate Change and Sustainability Unit is also responsible for embedding environmental sustainability across MoJ, its agencies (including prisons, courts, and probation centres) and its Arm’s Length Bodies. This includes the department’s policy making, operations, finance, governance, estates, and commercial activity. Job Description, Duties and Responsibilities

This will require influencing the strategic direction across multiple stakeholder, developing water action plans in line with upcoming water efficiency strategy and overseeing water management projects

You will use your abilities to solve complex problems, lead and influence others and work in dynamic and diverse teams to deliver our ambitious targets.  You will be working across the MoJ estate in partnership with our Property team across the prison and probation estate, FM partners, contractors, commercial colleagues and other key stakeholders.

The post holder will

  • Take strategic lead on embedding water management action plans in line with upcoming water efficiency strategy.
  • Oversee the development and implementation of water management policies.
  • Monitor water consumption, identify issues faced and develop an innovative approach to water management across the MoJ estate.
  • Ensure water management proposals (e.g. on smart meter installation, leak detection and water quality) are developed and delivered to time and quality criteria.
  • As a Subject Matter Expert (SME) on water - review water efficiency and water quality business cases, making appropriate recommendations for acceptance or rejection, and evaluate success of completed projects and report on savings achieved.
  • As a Subject Matter Expert (SME) on water – work with technical standards to identify MoJ-compliant interventions to drive water management best practise in construction and refurbishment projects
  • Work closely with Facilities Management teams to identify measures including no cost and low-cost water saving opportunities, often through data analysis.
  • Support the MoJ Commercial team to let suitable utility contracts and help deliver utility-based savings associated with bill verification and water deregulation.
  • Liaise with other Government departments, regulators and other partners on water and related-environmental issues.

Skills and Experience

Essential skills and experience:

  • Demonstrable knowledge and experience of working in the fields of engineering, construction, FM, estates or sustainability.
  • Good understanding of relevant environmental legislation and standards.
  • Experience and knowledge of leading, developing and implementing utility reductions and/or other sustainability management programmes.
  • Experience of creating enthusiasm and commitment within an organisation for sustainability management programmes.
  • Ability to research, interpret and summarise complex information in a way that is relevant and easily understood both orally and in writing.
  • Proven track record in solving problems by analysing complex information, probing to develop alternatives and proposing sound and timely decisions.
  • Ability to work on own initiative, make decisions, work under pressure and deliver within tight deadlines.
  • Strong written and verbal communication skills and the ability to persuade and empower others to deliver sustainable solutions.
  • Experience of working effectively through others to achieve goals.

Government Property Profession (GPP) Technical Skills

The GPP Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession. This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken. However, it is also applicable to those who are currently not qualified property practitioners but wish to make this their profession of choice. This role falls under Technical Specialisms & Assurance – Environmental Sustainability: Senior Practitioner and some or all of the following Technical Skills will be tested during the selection process:

Flexible working hours

The Property Directorate offers flexible working subject to local agreement. Requests for reduced hours contracts will be considered in line with business needs.

The Climate Change and Sustainability Unit is based in 102 Petty France in London. The role will involve occasional travel to 102 Petty France, MOJ establishments and supply chain stakeholders throughout England and Wales as necessary.
