Job description

The Role

We are seeking a motivated and suitably experienced Estates Surveyor to join our overseas land management network located near Paderborn in Germany.   


Extending to approximately 11,000 hectares the Sennelager training area represents a uniquely preserved and high environmental value habitat which has consistently hosted military training since the 1890’s.  Operated by the British Army, the training area plays a key role in the delivery of Future Defence Presence for the UK military forces in Germany.  

 
The Estate Surveyor will assist in the delivery of a safe and effective operational training site by ensuring that all conservation and other contractual requirements are fulfilled, representing the interests of the Ministry of Defence to the Federal and other local authorities in relation to land management matters as well as supporting the work of the wider team in relation to the NATO Forward  Holding Base Sennelager (NFS) estate.

The Defence estate is one of the largest landholdings in the UK and covers an estimated 1.8% of the UK land mass (200,000+ ha). This is complemented by a significant UK Defence presence overseas.


Estates are the in-house real estate team within the DIO (part of the UK Ministry of Defence) supporting infrastructure needs across a high-profile Public Estate. We acquire, manage, safeguard, and dispose of Defence real estate. Our unique customer knowledge and insight of the Defence Estate enables our in-house team of property professionals to provide in-depth advice to our Military customers.


The Team


DIO Estates - Specialist Teams includes Chartered Surveyors, Registered Valuers and Safeguarding Officers who, between them, provide comprehensive land, estate and property management services to the Overseas Estate, Estate-wide Valuation & Rating Services and Safeguarding of Defence assets and operational capabilities.  
 
The Overseas Team provides the full range of DIO Estates services globally (across 50+ countries) including much of Europe, Cyprus and Gibraltar and further afield such as Kenya, Nepal and the US.  The Overseas Team HQ is at RAF Wyton in Cambridgeshire, but also has staff located in 10 overseas offices providing the opportunity to live and work abroad, playing a hands-on role managing UK MOD interests held under Lease, Licence, and Inter-Government Agreement, or delivering these from the UK, supplemented by periodic travel.  An ability to cultivate local partnerships and an expeditionary approach in this team are a must.

Main Responsibilities

The responsibilities of the role are:

  • Overseeing the delivery of an annual maintenance program including both proactive and reactive conservation and maintenance works, with budgetary responsibility for the locally employed Land Management Team (LMT) to ensure the training estate meets the requirements and standards to support military use, including reviewing and settling third-party damage compensation claims.
  • Ensuring compliance with contractual terms and environment, nature conservation and cultural heritage designations, including Natura 2000 and the European Habitats Directives, in consultation with the local nature biological station.
  • Advise on access to the estate, maintenance and third-party use agreements including range roads, footpaths and bridleways.
  • Negotiations to grant and acquire new lease agreements, rent reviews, lease renewals and any other land related agreements, payment of rents and other fees and interpretation of agreement terms in consultation with Legal Department and German authorities as necessary.
  • Respond to day-to-day property related enquiries with Rural Estates advice on estate maintenance, agricultural use, forestry (in liaison with the German Forestry Department) and protecting the integrity of the Defence Estate. Liaising closely with German authorities in relation to all the above matters. 

Location 

The role will be based at the DIO Offices in Normandy Barracks, Sennelager near Paderborn, where the successful candidate will be expected to attend on a relatively regular basis for face-to-face meetings and collaboration. 
 
If travelling outside your base location for duty reasons, you will have access to flights, duty cars, rail tickets and overnight accommodation. You can also claim 45 pence per mile should you choose to use your own vehicle for business travel.

All employees work in accordance with the established DIO approach to hybrid working (an informal, non-contractual arrangement, blending attendance in the office or on-site and working remotely) and will be provided with IT equipment, desk, and chair to facilitate remote working and any other equipment needed for you to undertake your role.

Travel may be required to carry out site visits where you may go on MOD Establishments, residential estates, building sites, agricultural land, training areas and firing ranges etc. The successful Candidate will need to comply with DIO H&S Policies and Procedures.

•    Full membership of the Royal Institution of Chartered Surveyors (MRICS/FRICS)

Desirable Qualifications:

•    RICS accredited Degree OR qualification

Desirable Experience: 

  • Previous experience of working with the military and training estate 
  • Good working knowledge of Microsoft Office

•    German language skills
